法制盛邦：新中国75华诞暨中国律师制度恢复重建45年值得推荐的优秀涉外法律服务机构

党的二十届三中全会《决定》提出加强涉外法治建设，建立一体推进涉外法律服务、法治人才培养的工作机制，培育国际一流律师事务所。广东法制盛邦律师事务所（下称“法制盛邦”）成立于1983年8月8日，作为首家经中华人民共和国司法部批准设立的“着重办理涉外经济贸易法律事务”的律师执业机构，获得“全国优秀律师事务所”“广州市十佳律师事务所”“广州市律师事务所规范管理示范单位”、广州深化律师体制改革30周年“诚·优秀律师事务所”(30年30所)等荣誉称号。截至2024年8月底，总分所执业律师达818名，办公场地面积超过13000平方米。

法制盛邦积极响应国家政策，在律所发展规划（2021-2025年）中着重强调“加强涉外律师人才储备、培养”。2024年6月率先成立涉外法律业务研究院（下称“涉外院”），涉外院院长由澳门大学法学院教授、博士生导师、法制盛邦执业律师涂广建担任。此外，涉外院拥有来自中国大陆及港澳地区的16名学术/实务顾问及40名涉外律师作为核心成员。涉外院成立后，承办法制盛邦涉外法治学术周暨2024涉外法治论坛、中国国际私法学会第七届区际·涉外家事法治论坛，在行业内产生显著的影响力。

法制盛邦涉外律师具备多语言工作能力，可熟练使用英语、葡语、德语、日语、韩语等外语，约半数成员具有海外留学或海外工作背景，部分成员曾担任韩国、日本等驻广州使领馆的顾问，以及为大型跨国企业提供法律服务。法制盛邦与国内顶尖高校联合举办涉外律师人才研修班，探索与法学教育机构在涉外法律人才培养的新模式、新路径。通过搭建交流平台、开展研讨学习，聚集所内外律师、学者以及具有司法审判、仲裁等相关从业经验者，不断加强涉外法治理论和实务研究，提升涉外法律服务领域的专业能力，致力于打造涉外法律服务拳头产品，推动涉外法律服务供需有效对接，为将法制盛邦打造成国际一流律所的长期战略目标提供坚实支撑。

The Decision of the Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to strengthen the rule of law in foreign-related affairs for establishing mechanisms for taking a holistic approach to promoting legal services and the training of legal professionals for foreign-related affairs, and cultivating world-class law firms. The Guangdong Everwin Law Office (hereinafter referred to as “Everwin Law Office”) was established on August 8, 1983, which is the first law practice institution approved by the Ministry of Justice of the People’s Republic of China to “focus on handling foreign economic and trade legal affairs” and have been honored with titles such as “National Outstanding Law Firm”, “Top 10 Law Firms in Guangzhou”, “Standard Management Demonstration Unit of Guangzhou Law Firms”, and “CHENG·Excellent Law Firm” (the 30 law firms of the 30 years) in the 30th anniversary of deepening the reformation of the lawyer system in Guangzhou. By the end of August 2024, the total number of practicing lawyers in the headquarter and its branches has reached 818, and the office area has exceeded 13,000 square meters.

In response to the national policies, Everwin Law Office focuses on “strengthening the reserve and training of foreign-related lawyers” in the Law Firm Development Plan (2021-2025). In June 2024, the Institute of Foreign-Related Legal Affairs (hereinafter referred to as “the Institute”) was first established and the Dean of the Institute is Guangjian TU, professor and doctoral supervisor of Faculty of Law from the University of Macau and also a practicing lawyer of Everwin Law Office. In addition, the Institute consists 16 academic or practical consultants and 40 foreign-related lawyers from Chinese mainland, Hong Kong and Macao as its core members. After its establishment, the Institute has hosted the Academic Week of Rule of Law in Foreign-Related Affairs and the 2024 Forum of Rule of Law in Foreign-Related Affairs of Everwin Law Office, and also hosted the 7th Legal Forum of Inter-Regional and Foreign-Related Family Affairs of the China Society of Private International Law, which exerting significant influence in the industry.

The foreign-related lawyers of Everwin Law Office have the ability to work in multiple languages, and can proficiently use English, Portuguese, German, Japanese, Korean and other foreign languages. About half of the members have studied or worked overseas, and some of the members have served as consultants for Consulate of Korea and Consulate of Japan in Guangzhou, and have provided legal services for large multinational enterprises. Everwin Law Office has jointly organized foreign-related lawyers training courses with top domestic universities to explore new models and new paths for foreign-related legal talents training with legal education institutions. By building an exchange platform, conducting discussions and studies, and gathering lawyers, scholars and practitioners with judicial trial and arbitration experience inside and outside the law firm, Everwin Law Office has continuously strengthened the theoretical and practical research on the rule of law in foreign-related affairs, improved the professional ability in the field of foreign-related legal services, and committed itself to creating first-class foreign-related legal service products and promoting the effective connection between the supply and the demand of foreign-related legal services to provide solid support for the long-term strategic goal of building Everwin Law Office into a world-class law firm.
